If you go to blogger and sign into your account you should be on the dashboard. From the dashboard you should see a Design option that will take you to the Page Elements pages. From their you will see Add Gadget options and the page gadget will be in there. If you are using a classic template you will not have a Design option in which gadgets can not be added the traditional way. You cant post to the pages as if it was a homepage where you have a list of post.... Well you could manually make a pages gadget and link labels into the gadget. This would allow your static pages to lead you to a page with multiple post. But if your just referring to how you can post to the pages, then you can check out this link AiresOFwarhttp://www.blogger.com/profile/05827246699246074636noreply@blogger.comtag:blogger.com,1999:blog-2947991229172350839.post-4796179394766080092010-11-25T05:18:42.243-08:002010-11-25T05:18:42.243-08:00I'm really confused here, i've craeted sta... You can change the layouts to a extent on the static pages. For instance you can add a tweak to hide selected gadgets on pages of your choice.
This link below will explain how.
http://www.tweakmyblogger.com/2010/07/hide-widgetsgadgets.html

Now as far as the background goes you could use a background inside a HTML/javascipt widget as you see cutestblogontheblog and shabbyblogs do. Then use the tweak in the link above to only display the gadget on the static pages. This would have the image inside the gadget display over top of your current background.

Technically you can even hide the full sidebar altogether and then change the width of the main section of your blog on selected pages. But this is a very complicated tweak and I have yet to try it myself. I will try to get a post up about it soon as I test it myself. Bx codes are generally caused by Google updating or fixing issues and are done in regions. Most cases the codes only appear for 48 hours or so. You don't have to start a new blog just give it sometime and it should fix its self. If you still have problems after 48 hours report the problem on the Blogger help forums.
